Child Dies After Incident During Effingham Co Fair Horse Races

A child is dead following an incident last weekend at the Effingham County Fair horse races. Authorities say a horse racing pace car hit five-year-old Harper Finn with an extended starting gate while passing the grandstand. She was taken to the hospital, where she died Wednesday night. An investigation into the incident is ongoing.
