Wednesday afternoon just a little after 3’oclock, Fairfield Police arrested 32-year-old Victoria D. Napier of Fairfield in the 1200 block of Illinois Avenue. Napier was wanted on a Wayne County Failure to Appear warrant for Cruel Treatment of Animals. Napier was transported to the Wayne County Jail.
