JEFFERSON COUNTY INTRODUCES NEW CIVILIAN ASSISTANCE PLAN FOR EMERGENCIES

The Jefferson County Sheriff’s Office has announced that rural residents will soon receive a letter from Sheriff Bullard regarding the newly established Civilian Assistance Plan (CAP). According to a post on the sheriff’s office Facebook page, this initiative is a precautionary measure and there is currently no cause for alarm or urgency.

 

CAP is designed as a major disaster response strategy for situations where local government resources may be overwhelmed or when access to Mt. Vernon becomes hazardous. In such scenarios, civilians would play a crucial role in responding to crises, providing aid, and restoring order under a centralized local governance framework.

 

The plan was developed in collaboration with Steve Lueker and Steve Warner from the Jefferson County Emergency Management Agency, as well as members of the Amateur Radio Club of Mt. Vernon (ARCOM). Efforts to engage local governing bodies in Jefferson County were made to gather interest in the plan, leading to initial training sessions for volunteers. Additional training opportunities will be provided in the future. The sheriff expressed gratitude to all those who contributed their time and resources to bring this plan to fruition.

 

Residents are advised to keep the letter for reference in case the plan is activated. The sheriff’s office requests that any social media posts featuring the letter be removed. For inquiries about CAP, residents should contact the sheriff directly, as questions will not be addressed on social media platforms. The sheriff is available to answer questions via phone or in person at his office.
