The Fairfield City Council met for their regular meeting last (Tuesday) night at Fairfield City Hall with a fairly light agenda. The council approved minutes from the February 11th council meeting and January 28th executive session and bills were approved by the council. Under Routine Business, bids for Demolition of property at 908 Mount Vernon Road were presented to the council with six contractors bidding on project including; West Construction ($10,950), Basin Concrete ($14,800), BTG Landscaping ($62,550), Ray’s Mowing and Backhoe ($9,777), Fry’s Excavating ($13,800), and Terra Pro Excavating ($12,000). The council unanimously accepted the bid from Ray’s Mowing and Backhoe.
Mayor Gary Moore then brought up for discussion the approval of an ordinance regulating alcohol, liquor and amending the classification of a Class B License. Mayor Moore says Walmart is going through a multimillion dollar improvement and officials have approached the Mayor and expressed an interest in being able to sell hard liquor. Moore says currently the Class B License or supermarket license prohibits the sale of hard liquor. It only allows them to sell beer and wine. As part of the renovation, Walmart has agreed to have one aisle. Walmart is looking to add cases and display cases that will stock hard liquor and on the opposite side, coolers will be placed and stocked with cold drinks. The Mayor stressed that at both ends of the aisle will be gated so that no one under the age of 21 can gain access. Also as part of the requirements, the city has given Walmart the option to place all hard liquors in a locked case or another feature is placing a locking mechanism on top of the bottle which locks the bottle, similar to some electronics with the mechanism only removed by a store employee. All liquor will have to be paid for at aisle eight and only sold by an associate that is 21 years of age or older. Moore and City Attorney, Darrin Rice says store associates would have to receive the Basset certification which allows someone under the age of 21 the ability to stock the shelves with training provided by the State and then issued a certificate. Following the discussion, the council voted to approve the amendment of the Class B License that will allow the sale of hard liquor at Walmart. The only NO vote was from Alderman, Eugene McGill.
A possible ordinance that would prohibit gaming signage in the downtown business district was discussed by Mayor Moore and the council regarding concerns about large gaming signs in downtown. The council considered aesthetic impact and potential regulations, deciding to monitor the situation before implementing changes.
Mayor Moore reminds city residents that this is the last week for Sunrise Sanitation as they are in the process of picking up their totes and Republic is in the process of delivering their totes. Mayor Moore says he spoke with Republic Tuesday and their goal is that every household will have a tote delivered no later than Friday. If anyone wants a second tote, Mayor Moore says residents should call Dian Downs at Fairfield City Hall.
The Council then went into executive session with no action taken afterward.
