The Illinois Department of Revenue (IDOR) is urging individuals and businesses with outstanding state tax liabilities to take advantage of the 2025 Illinois Tax Amnesty Program, which offers a limited-time opportunity to settle overdue taxes without penalties or interest.
Under the Illinois Tax Delinquency Amnesty Act, taxpayers can pay eligible past-due state taxes and have all penalties and interest forgiven, provided the payments are made in full during the amnesty period. Eligible tax periods include those ending after June 30, 2018, and before July 1, 2024. The amnesty window runs from October 1 through November 17, 2025.
Similar amnesty programs have been held in Illinois in 2003, 2010, and most recently in 2019, when the state recouped nearly $360 million for state and local governments.
Taxpayers who failed to file or who underreported their liabilities during the eligible periods can participate by filing original or amended returns and paying the taxes due. All outstanding taxes must be paid in full during the amnesty period to qualify for the waiver of penalties and interest.
Payments can be made online at mytax.illinois.gov, by mail, or in person at IDOR locations. Director David Harris advises, “We encourage taxpayers to make separate payments for each tax liability being paid, but if they choose to make one combined payment, they must clearly identify each tax liability being paid by tax type, tax period, and amount, so their payments can be applied correctly.”
