ILLINOIS BILL PROPOSES LIFETIME FOID CARDS AND CONCEALED CARRY LICENSES

A new proposal in the Illinois General Assembly could make Firearm Owners Identification (FOID) cards and concealed carry licenses valid for the lifetime of the holder. House Bill 3139, introduced during the 104th General Assembly and under consideration in the 2025-2026 legislative session, aims to eliminate the current renewal periods for these permits.

If enacted, the bill would change the validity of FOID cards from 10 years and concealed carry licenses from five years to a lifetime duration. Additionally, any FOID card or concealed carry license issued before the law takes effect would automatically become valid for life, regardless of its printed expiration date.

The legislation is designed to simplify the permit process for Illinois firearm owners and concealed carry license holders. Lawmakers are expected to continue discussing the bill as it moves through the legislative process.
