ILLINOIS EASTERN COMMUNITY COLLEGE BOARD APPROVES POLICY UPDATES, REPAIRS, AND PERSONNEL CHANGES AT OCTOBER MEETING

The Board of Trustees of the Illinois Eastern Community College District met on Tuesday at Lincoln Trail College in Robinson.

During the meeting, the Board approved the minutes from its previous session and accepted the FY2025 Student Complaint Annual Review. Cost recovery fees for equipment kits in the Cosmetology and Nail Technology programs were also approved.

Several policy revisions were adopted after waiving a second reading, including:

Identity Theft Prevention Program Policy 100.23: Updated to clarify oversight responsibilities.

Weapons and Concealed Firearms Policy 100.28: Revised to remove outdated references.

Assignment of Vehicles Policy 300.18: Amended to reflect current practices and compliance expectations.

Emergency Response Plans Policy 100.24: Expanded to provide a comprehensive safety framework and formally establish Campus Emergency Management Teams at each college location.

Additionally, the Board approved the development of a new Intercollegiate Athletics Policy (100.43) to enhance oversight and direction for athletic programs. Upon a second reading, the Board also approved a collaborative policy (100.41) to define the relationship between the Board and affiliated Foundations.

Other actions included approving an affiliation agreement with Greene Sullivan Special Education Cooperative and a resolution for USDA Grant Reporting access.

Medical and dental insurance plans for 2026 were approved, with the District remaining under BlueCross BlueShield and premiums increasing by approximately 8.9%. Trustees also authorized a $1,000 Health Savings Account contribution for eligible employees enrolled in the Qualified Deductible Health Plan.

The Board agreed to purchase advanced simulation lab equipment and software for the new Health Professions Center addition in Wattleworth Hall. The Laerdal SimCapture system will support Allied Health education as part of a Capital Development Board project nearing completion.

In response to severe hail damage from a May storm, the Board approved $458,162 in emergency repairs for Lincoln Trail College, funded through insurance. The repairs include roof replacement by Martinsville Roofing and HVAC work by Entec. Trustees also accepted a $30,342.74 bid from Dan’s Electric Shop of Noble to replace three rooftop units at the Terry L. Bruce West Richland Center.

Personnel actions included the employment of Samantha Adams as Information Systems Technician at Lincoln Trail College and Will Bookhout as Temporary Welding Instructor, effective October 27. KaRissa Miller was promoted to Program Director of Business & Industry, also effective October 27. The Board approved the dismissal of Chet Snyder as Head Volleyball Coach and Student Life Coordinator at Frontier Community College, effective October 22nd.

The next regular meeting of the Board of Trustees will be held Tuesday, November 18, 2025, at 6:15 p.m. at Olney Central College in Olney.
