ILLINOIS EASTERN COMMUNITY COLLEGE BOARD HONORS DR. RYAN GOWER, APPROVES KEY INITIATIVES AT JUNE MEETING

The Board of Trustees of Illinois Eastern Community College District No. 529 met on Tuesday at Olney Central College, addressing a full agenda and recognizing significant contributions to the district.

Jim Reed, representing the Illinois Community College Trustees Association (ICCTA), presented Dr. Ryan Gower with special recognition for his leadership and dedicated service to Illinois Eastern Community Colleges. The Board also honored Dr. Gower for his ten years of service, including roles as President of Lincoln Trail College and as Chancellor. Trustees expressed their sincere appreciation for Dr. Gower’s commitment to student success, employees, and the communities served by IECC as he prepares for retirement.

Routine business included the approval of minutes from the May 19, 2026 meeting and the acceptance of the 2026-2027 IECC academic catalog, now available on the IECC website. The Board conducted its semi-annual executive session minutes review and approved proposed recommendations.

A Memorandum of Understanding was approved with the Richland County Health Office, allowing the use of Olney Central College gymnasium and parking lot for medication and vaccination distribution in emergencies. The Resource Allocation and Management Plan (RAMP) for Fiscal Year 2028 was also approved for submission to state authorities.

In facilities and technology news, the Board approved the purchase of a new video display system for the Frontier Community College Athletic Facility, a project in partnership with the FCC Foundation. Annual purchases of computers, laptops, monitors, and instructional technology were also authorized to maintain and enhance the district’s infrastructure.

The Automotive Technology Associate in Applied Science program will transition from Frontier Community College to Olney Central College beginning Fall 2026, with related equipment purchases and a cost recovery fee added to the catalog.

The Board adopted resolutions authorizing expenditures from the Operations and Maintenance Fund, inter-fund loans for FY 2026-2027, and the transfer of up to $190,000 in interest from the Working Cash Fund to the General Fund by June 30, 2026. Lease agreements were renewed, and the district will pay accrued bills during a short period following the fiscal year’s end.

Several clinical affiliation agreements were approved, enhancing student hands-on experiences in healthcare settings. Policy updates included the adoption of a new Defense and Indemnification policy, replacing the former Retaining Legal Counsel policy, and the approval of updated logos for all district colleges and divisions.
A new auxiliary Cash Management and Athletics Sinking Fund Operating Procedure was adopted to address athletic deficits and ensure financial accountability. The Board also approved a long-term financial planning framework targeting future investments in public health, facilities, technical education, and athletics.

The August 18, 2026 Board meeting was relocated from Frontier Community College to Olney Central College. The Board authorized the development of vehicle specifications and procurement for a new Chancellor’s vehicle, with a budget not to exceed $70,000, and approved insurance renewals and strategic plans for the coming years.
Personnel actions included new appointments, status changes, contracts, and ratifications of resignations and retirements. Notably, Dr. Cathy Robb will serve as Interim Chancellor from July 1 to August 14, 2026, and Dr. Timothy Taylor will become Chancellor effective August 15, 2026.

The next regular meeting of the Board of Trustees will be held Tuesday, July 21, 2026, at 6:15 p.m. at Wabash Valley College in Mt. Carmel
