STATE ROUNDUP: ELDER FINANCIAL ABUSE WARNING, COLD AND DRY MAY, FOID COMPLIANCE ISSUES

Elder Abuse Awareness: Focus on Financial Scams:

The Illinois Secretary of State’s Office is bringing attention to the increasing connection between social isolation and financial abuse among seniors. Marking World Elder Abuse Awareness Day on Sunday, the office announced a new partnership with the North American Securities Administrators Association aimed at promoting financial literacy.  Officials warn that scammers often target older individuals during emotionally difficult periods—such as health crises or the loss of a spouse—making financial education and support crucial tools in abuse prevention.

 

May Weather Recap: Cooler and Drier Than Normal:

The May 2025 Illinois Water & Climate Summary reported a noticeably cooler and drier month across the state. Average temperatures came in at 61.9 degrees—1.3 degrees below the long-term norm—making it the 55th coldest May on record. Precipitation averaged 3.37 inches statewide, about 1.40 inches under normal levels, ranking it the 45th driest.  While both topsoil moisture and shallow groundwater supplies declined last month, 6 out of 20 reservoirs statewide also reported being below full pool or target levels. Audit Reveals FOID Act Compliance Failures:

The Illinois Auditor General has released a critical report on the Illinois State Police (ISP), revealing continued noncompliance with key provisions of the Firearm Owner’s Identification (FOID) Act over the two-year period ending June 30, 2024.  According to the audit, ISP failed to deposit FOID-related funds into the appropriate accounts and neglected to notify at least 5% of cardholders within 180 days of their card’s expiration—a repeat issue from previous audits. The report also flagged inadequate oversight of state property reporting and monitoring within the agency.  These findings raise concerns over accountability and efficiency in managing the state’s firearm licensing program.
