Illinois State Police Division of Criminal Investigation Special Agents have arrested 65 year old Donna Toberman of Vandalia, Illinois, the adopted mother of 14 year old Kylie M. Toberman, for four counts of Unlawful Possession of a Firearm Without a valid FOID card.
The arrest was announced Friday, and stems from the death on November 14th of Kylie M. Toberman. ISP along with the Vandalia Police Department and the Child Death Investigation Task Force, executed a search warrant at Donna Toberman’s residence in the 1100 block of West Gallatin Street in Vandalia, IL. During the search, police say multiple firearms were located inside the home and law enforcement verified that Donna Toberman did not have a valid FOID card.
This past Thursday, ISP Special Agents presented their case to the Fayette County State’s Attorney’s Office, who approved the four charges. Donna Toberman was arrested and taken to the Fayette County Jail.
Earlier this month, 43 year old Arnold B. Rivera of Vandalia was charged in connection with the death of Kylie M. Toberman. The ISP reported that Rivera faces six felony counts, including two counts of first-degree murder. His next court appearance is set for this Tuesday morning at 10 a.m. The first-degree murder charges carry possible prison sentences of 20 to 60 years. Rivera also faces charges of criminal sexual assault, concealment of a homicidal death and one count of concealing a death. He’s being held without bond pending the court appearance.
