By Mark Wells Feb 20, 2026 | 11:51 AM

The Illinois Department of Commerce and Economic Opportunity has awarded $2,347,608 to Man-Tra-Con Corporation to operate a free clean energy workforce training hub serving 19 southern Illinois counties. The funding comes from the state’s Climate and Equitable Jobs Act, which supports workforce training as the clean energy sector expands.

Man-Tra-Con’s first partner program, a 16-week solar installation course based in Harrisburg, is now underway. The goal is to train 130 southern Illinois residents in the first year, with more training sites to be announced soon. Training is free, and participants receive support services such as assistance with transportation and childcare, plus a stipend of up to $13 per hour of instruction.

Graduates will receive OSHA 10-hour construction safety and First Aid/CPR certifications, and will be prepared to sit for the NABCEP PV Associate exam.

Man-Tra-Con, funded through the federal Workforce Innovation and Opportunity Act, has helped thousands of job seekers in the region for nearly 50 years. The new program serves residents in Wayne, Edwards, Jefferson, Jackson, Williamson, Franklin, Perry, Saline, Union, Johnson, Massac, Pope, Hardin, Gallatin, White, Hamilton, Wabash, Pulaski, and Alexander counties.
