Illinois Approves New Rules for Electric Bicycles, Scooters, and High-Powered Electric Motorcycles

New regulations for electric bicycles, scooters, and high-powered electric motorcycles will take effect across Illinois at the start of the new year, following the approval of Senate Bill 3484. The updated rules are designed to enhance safety for pedestrians, cyclists, and motorists.

Under the law, electric bikes and scooters are now banned from operating on sidewalks. High-powered electric vehicles—often called “e-motos”—with motors over 750 watts or capable of exceeding 28 mph will be classified as motor-driven cycles. Operators of these vehicles must have a driver’s license or permit, carry liability insurance, and display license plates.

The legislation also sets new age requirements for e-bike riders. Individuals must be at least 15 years old to operate Class 1 and Class 2 e-bikes, and at least 16 years old for Class 3 e-bikes. Riders under 18 are not permitted to carry passengers unless they are immediate family members.

For e-scooters and hoverboards, the minimum riding age is 16. They may only be used on roads with speed limits of 35 mph or less.

These new regulations will go into effect on January 1st.
